Deputy PM Phạm Gia Khiêm receives Hong Kong Sunwah Group delegation

VNGOP – Deputy PM, Foreign Minister Phạm Gia Khiêm had a reception on May 07 to Mr. Jonathan CHI Koon-shum, President of the Hong Kong-based Sunwah Group, who is conducting a survey visit in Vietnam to seek for chances of business and investment. The Sunwah Group mainly engages in real asset, infrastructure, hi-technologies, agricultural development and eco-tourism.

The Deputy PM highly spoke of the Group's efforts and contributions in Vietnam over the past years. He lauded and encouraged the Group to expand its operation in Vietnam, functioning as the bridge for Hong Kong businesses and others to cooperate with Vietnamese partners.
During his visit to Vietnam, the Sunwah Group President has worked with many provinces, including Hanoi, Vĩnh Phúc, Huế and Hồ Chí Minh City as well as with the Ministries of Planning and Investment, and Finance. He also paid a visit to the Láng-Hòa Lạc Hi-tech Park.
Founded in 1957, Sunwah is an international group engaging in six fields of food processing, real estate, financial services, infrastructure, technology, and telecommunication.
Sunwah started its activities in Vietnam in 1970. At present, its major investment projects include the Sunwah Tower in Hồ Chí Minh City and the 10-ha Saigon Pearl Complex worth of US$ 400 million. It is also a main shareholder in the VinaCapital Investment Fund.

APEC opens a seminar on bird flu in Hanoi

VNGOP - A workshop on the implementation of APEC’s action plan to prevent and fight against bird flu: progress review and building capacity for future work was opened in Hanoi on May 7.


The workshop is Vietnam's initiative within the APEC Health Task Force. It was attended by the Chairman and Vice Chairman of the APEC Health Task Force, representatives of 21 APEC member economies and international organizations, including the World Health Organization (WHO), World Organization for Animal Health (OIE), the UN Development Program (UNDP), Hệ thống Điều phối Liên hiệp quốc về cúm gia cầm (UNIS).
The workshop aims to review the realization of APEC's action plan on avian flu approved by the APEC Ministerial Meeting held in Đà Nẵng in 2006, and give recommendations on capacity building and promoting cooperation in the fight against bird flu in the region. The workshop is expected to be the foundation for the APEC Health Task Force to make report which will be submitted to the 3rd APEC Senior Leaders' Meeting scheduled on June 22-July 3, 2007 and the APEC Health Ministers' Meeting on June 7-8, 2007. This is a significant diplomatic activity to fruitfully realize the Vietnam APEC Year 2006, improving Vietnam's status after the APEC Year 2006.

Hải Phòng City to become a modern industrial and service center

VNGOP - PM Nguyễn Tấn Dũng and the Government delegation paid a working visit to Hải Phòng City on May 06 to discuss the agenda on the city's socio-economic development in 2007 and the following years.

Over the past years, Hải Phòng has actively collaborated with various ministries and sectors in realizing 18 projects on financial regime, planning the development of transport infrastructure, national defense, and marine economy… The City is building Bạch Long Vĩ Island a fishery service and processing center, Cát Bà Island and Đồ Sơn Beach the country's tourist attractions.

Praising Hải Phòng's efforts and achievements in various fields, PM Nguyễn Tấn Dũng said that the city's development is not really corresponding to its potentialities. The Government leader pointed out what the city should do to obtain a fast and sustainable development, becoming a modern industrial center prior to 2020.
The PM stressed the need to build Hải Phòng a big service and industrial center and the country's major gateway for international and regional trade. It is necessary to focus on such industries as shipbuilding, steel rolling, supportive industries, financial service, banking, and seaport, he suggested.
With the city's advantages and in the favorable conditions of the country, the city government should renew their way of thinking to mobilize investment capitals from the whole society rather than rely on State budget. The PM asked the city's agencies and bodies to seriously consider and find out the reasons of ineffective attraction of direct investment. According to the PM, it is important to promote administrative reform, especially administrative procedures, which is a vital measure to increase foreign investment. Attention should be paid to education, vocational training, and job generation, he added.

State President welcomes Zen Master

VNGOP – At the reception on May 05 to Zen Master Thích Nhất Hạnh and his French-based entourage, State President Nguyễn Minh Triết affirmed that the Vietnamese Communist Party and State always insist on a consistent policy of respecting people's right to enjoy freedoms of religion and belief.


President Nguyễn Minh Triết emphasized that the Zen Master's second trip to the homeland is a great contribution to the whole-people unity. He confirmed that Vietnam supports the Zen Master's visits back the country because these trips are expected to help lift off barriers and strengthen national solidarity and prosperity.

PM Nguyễn Tấn Dũng receives US business leaders

VNGOP – PM Nguyễn Tấn Dũng held a reception for a US business delegation who is taking a visit to Vietnam organized by the US-ASEAN Business Council to survey chances for business and investment.

The delegation includes representatives of 18 leading companies and groups, such as Boeing, Chevron, Conoco Phillips, Exxon Mobil, Ford, General Electrics, IBM, Abbott, Hewlett–Packard, CitiGroup, and Time Warner. This is the ever biggest US business delegation to Vietnam after the country became an official WTO member and was granted with the Permanent Normal Trade Relations (PNTR) status by the US.
PM Nguyễn Tấn Dũng highly spoke of contributions of the US businesses in boosting the Vietnam-US bilateral relationship in all fields, especially economy and trade. The host asserted that Vietnamese economy's prospect of high growth and stability after joining WTO and positive tendencies of this bilateral relation are good opportunities for the US enterprises to increase their investment and business activities in Vietnam in the coming time. He confirmed that the Vietnamese Government, ministries, and competent agencies will give best conditions for the US investors. He was convinced that the US businesses will become the leading investors in Vietnam soon.
The US industry leaders considered Vietnam the top investment attraction in the region. They expressed their hope that the Vietnamese Government will take more measures to improve the business environment and encourage foreign investment.

Japan to increase ODA for Vietnam

PM Nguyễn Tấn Dũng asserted that the good comprehensive cooperation between Vietnam and Japan was based on solid political and diplomatic ties. Vietnam is always considered an important place for Japan to realize its direct investment projects. By being the biggest ODA provider of Vietnam, Japan can improve its status, role and prestige in cooperating with other ASEAN members.
According to Deputy Minister Mochizuku Yoshio, Vietnam plays an important part in promoting economic development in ASEAN member countries. He affirmed that Japan will continue to support Vietnam in implementing major projects on aviation and developing road network, railway system and insurance.
PM Nguyễn Tấn Dũng highly spoke of the results of the meeting in the May 03 morning of the Vietnam-Japan Joint Steering Committee for three major projects supported by the Japanese Government: North-South Highway, North-South Express Railway, and the Hòa Lạc Hi-tech Park. The PM said that the realization of these three projects has a strategic significance in Vietnam’s economic development. Mentioning the first project, he suggested the two sides to build a highway from Hanoi to Nghệ An right after the construction of the Hồ Chí Minh City-Long Thành-Dầu Giây Highway. PM Nguyễn Tấn Dũng agreed that the Japanese side immediately starts training managers for the project on North-South express railway. He expressed his hope that Japan will provide ODA capital to build infrastructure in the Hòa Lạc Hi-tech Park to attract more investors.
Vietnam always encourages and gives best conditions for Japanese enterprises to do investment in Vietnam, especially in such fields of maritime industry, seaport, transport, gas and oil exploitation, affirmed the PM.

Major-General Kankham Senglathone reported to the PM some results of the talks between the General Staffs of Vietnam and Laos. Actually, the two sides discussed their increased cooperation in national security, defense and economy; in supporting disadvantaged residential areas; and solidifying military forces in combination with economic development.
PM Nguyễn Tấn Dũng highly valued the talks and expressed his desire that the two sides will deepen the long-time friendly cooperation in all fields, including national security and defense. The PM recommended the two countries' army should further share experience and assist each other to bring the Vietnam-Laos relationship to a new height.

PM launches construction of Hậu Giang shipping industrial complex and Shipbuilding Factory

VNGOP - On the 32nd anniversary of the liberation day (Apr. 30), in Đồng Phú Commune, Châu Thành District, Hậu Giang Province, PM Nguyễn Tấn Dũng issued an order to start the building of the Hậu Giang shipping industrial complex and shipbuilding factory.

The Hậu Giang shipping industrial complex covering a total area of 290 ha requires VND 1,700 billion invested by the Vietnam Shipping Industry Group (Vinashin). This will be home of many factories producing specialized equipment for the country's shipbuilding industry.
In the complex, there will be the region's largest container-making factory producing 120,000 containers per year, a hydraulic motor assembling factory, some general, specialized and lighter ports, a cement grinding mill (1 million tons/year), and a 3,600 MW thermoelectric plant.
The Hậu Giang Shipbuilding Factory invested with VND1,100 billion will be built in two phases. In the first phase, it is expected to cover the area of 60 ha, build 30,000-ton ships and attract 5,000 workers. In the second phase, it will be upgraded and expanded to make 50,000-70,000-ton ships. It is estimated to take four years (2007-2010) before putting both the shipbuilding factory and the shipping industrial complex into operation.

PM Nguyễn Tấn Dũng highly spoke of the efforts of Hậu Giang Province and Vinashin in closely cooperating with each other to speed up site-clearance and preparation for the construction.
The Government leader stressed that Vietnam's 3,200-km coast is a great potential and advantage for national industrialization and modernization. Hence, it is advised to make full use of marine potentials, including aqua-products (aquaculture, fishing and processing), oil exploration and processing, tourism, marine transportation, shipbuilding, he said.
The PM ordered Vinashin to maintain the project's schedule and its quality, take good control of investment capital as well as train local staff for the shipping industrial complex and the shipbuilding factory. He also reminded the authorities of Hậu Giang Province to actively cooperate with Vinashin to take care of the people in the resettlement areas and build the Hậu Giang industrial complex into a clean and civilized area.

VNGOP – PM Nguyễn Tấn Dũng had a cordial reception on May 02 to the Lord Mayor of the City of London, John Stuttard, who is leading a visiting senior delegation of some British major financial organizations.

Talking of the development of the London financial market, Mayor John Stuttard pointed out that this is one of the world's biggest financial market where more than 2,000 foreign financial companies are operating. The guest expressed his desire to cement ties with Vietnam's financial sector and speed up the development of the country's capital market.
PM Nguyễn Tấn Dũng briefed Vietnam's potentialities and achievements over the recent years. At present, with her young labor force, Vietnam is a good attraction for foreign investors. Many among over 8,000 investment projects worth of nearly US$ 80 billion in Vietnam come from English companies and enterprises.
The PM asked Mr. John Stuttard to help Vietnam develop her capital market and stock market. He showed his confidence that British financial companies will have more better conditions to invest in Vietnam. Vietnamese authorities, from central to local levels, will back British investors in particular and foreign ones in general to do business profitably in Vietnam, confirmed the PM.

VN wants to deepen comprehensive cooperation with Middle East, Africa

VNGOP - The National Conference on Vietnam-Middle East-Africa Cooperation was held on April 25 in Hanoi. Presiding over the Conference, Deputy PM, Foreign Minister Phạm Gia Khiêm stressed that Vietnam and Middle East and African countries should convert their traditional friendship into economic, trade, cultural, scientific and technical cooperation for the sake of prosperity and development of each nation.

Vietnam and the countries in Middle East and Africa have maintained a good friendship over the past 50 years. With her successes in poverty alleviation, Vietnam is selected by the UN Food and Agriculture Organization (FAO) and the New Asian-African Partnership (NAAP) as a good example for Middle East and African developing countries to follow.
In economic cooperation, Vietnam and these countries have gained many significant achievements, especially in exchanging experts and laborers. At present, around 20,000 Vietnamese laborers and experts are working in Middle East and Africa.
Addressing the Conference, Deputy PM Phạm Gia Khiêm asked Vietnamese sectors and agencies at all echelons, from central to local, to increase their awareness of the importance of boosted comprehensive cooperation with Middle East and Africa in the time to come. Vietnam should take specific measures to realize the Plan on Vietnam-Middle East Relationship in 2007-2010 and the National Action Program on Vietnam-Africa Cooperation (stage II), concentrating on some major fields, such as trade exchanges, labor export, investment cooperation, and promoting investments from Middle East and Africa in Vietnam and vice versa.
The Deputy PM also suggested to set up the action plans with short and medium-term targets and roadmaps in order to deepen the relations with African and Middle East countries by 2010.

Denmark pledges to support VN in socio-economic development and poverty reduction

VNGOP – Standing Deputy PM Nguyễn Sinh Hùng received in the afternoon of April 25 Danish Minister of Development Cooperation Ulla Torones and her entourage who are paying a visit to Vietnam.

Minister of Development Cooperation Ulla Torones showed her impression on Vietnam's great economic development as well as the Vietnamese Government's determination and success in fighting against corruption. She was convinced that Vietnam will quickly advance from a developing country to a developed one with a sustainable economy soon. So, Denmark will shift from granting aids to Vietnam to boosting economic and commercial cooperation and developing private economic sectors.
The Danish Minister informed that Denmark had ratified the Strategy to Support Vietnam's Development up to 2010. The two countries will negotiate for follow-up supports, focusing on environmental protection, development of private economy, cooperation in natural disaster and HIV/AIDS control.
On behalf of the Vietnamese Government, Deputy PM Nguyễn Sinh Hùng thanked Denmark's support to Vietnam in international cooperation and other fields. The Deputy PM asserted that Vietnam is trying best in economic development, poverty reduction, environmental protection, anticorruption, and fulfillment of millennium goals. He asserted that Vietnam always highly values international cooperation and supports from organizations and countries throughout the world, including Denmark. This will considerably help Vietnam in getting out of poverty and underdevelopment, added the Deputy PM.

PM Nguyễn Tấn Dũng showed his pleasure at initial achievements in attracting investments and international cooperation in the Hồ Chí Minh City Hi-tech Park. He highly valued successful hi-tech works and researches.
The PM hailed the construction of laboratories to research semiconduction technology, nanotechnology, precise engineering and biotechnology.
According to the Government's head, hi-tech industry is one of four important spheres of the process of national industrialization and modernization. With its potentialities and high-skilled labor fource, Hồ Chí Minh City should pioneer and make breakthroughs in this field.
The PM aksed the City to advance money to fulfill site clearance, resettlement, and infrastructure construction, so that the Hi-tech Park can be filled with hi-tech enterprises by 2011. “We should not waste time and any chance; we should create all best conditions to attract domestic and foreign businesses to the Park”, added the PM.

Previously, in the April 25 morning, in Hồ Chí Minh City, PM Nguyễn Tấn Dũng gave a reception to a 70-member delegation of hi-tech businesses from Guangdong (China) headed by Liu Yonghao, member of the Standing Committee and Deputy Head of the Economy Department of the Chinese People's Political Consultative Conference, Chairman of the New Hope Group.
Mr. Liu Yonghao reported that his delegation's visit to Vietnam aims to survey and promote investment in such fields as informatics, electronics, food processing, steel lamination, refining aluminum, and founding malls in Vietnam.
PM Nguyễn Tấn Dũng highly spoke of Guangdong hi-tech enterprises' visit to Vietnam. He revealed that, in Vietnam, the authorities at all echelons now offer incentives to foreign investors, including Chinese ones. He expressed his hope that Chinese businesses in general and the New Hop Group in particular will speed up their investment in Vietnam.
